The People's Rights and the Government's responsibilities
The Declaration of Independence and the Ninth Amendment of the Constitution both secure certain unalienable rights for the people of the United States. The Ninth Amendment provides for those rights not specifically enumerated elsewhere in the Constitution. By extension then, the government grants the right of protection to the people. Therefore, It is the government’s responsibility to protect the life of the people, including protecting them from and informing them about hazardous materials stored near them. The government's overriding responsibility should be the safety and security of the American people.
Two examples of people’s rights being infringed by the government’s irresponsibility regarding hazardous materials were the Titan II Missile explosion in Damascus, Arkansas, and Colorado’s Rocky Flats Nuclear Production Facility. These are examples of much larger problems with storing hazardous materials and protecting the American public from them.
